EPA Proposes New Rule To Clean Up Gasoline And Reduce Smog

The Environmental Protection Agency (EPA) proposed on Friday a rule to clean up gasoline. The new lower sulfur gas is already what California uses to reduce air pollution, and the EPA wants it to be used nationwide. The agency estimates that it would save lives while adding a penny a gallon to the cost of gas. The oil industry fears it will cost more.

And I'm Robert Siegel. Today, the Environmental Protection Agency proposed a new rule to clean up gasoline. The regulation would reduce ozone and other air pollutants by close to 30 percent. That would benefit 100 million people who now live in areas that at times have unhealthful air. NPR's Richard Harris reports.

RICHARD HARRIS, BYLINE: Even though automobile emissions have improved a lot in recent decades, cars are still a major source of the compounds that create smog, so the EPA has been working on new regulations to reduce those emissions more. The main target now is to reduce sulfur in gasoline. Sulfur hampers catalytic converters, so they aren't as effective as they could be in eliminating pollution. Bill Becker, who heads the National Association of Clean Air Agencies, says this would play a critical role in helping regions meet health-based air quality standards.

BILL BECKER: We know of no other air pollution strategy that will achieve as substantial, as immediate and as cost-effective emission reductions as lowering sulfur in fuel. We can do this for less than a penny. It can be done literally overnight, and it is cost-effective compared to other strategies.

HARRIS: But the American Petroleum Institute is arguing against the new regulation saying that modifying the refineries to reduce sulfur would add 6 to 9 cents to the price of a gallon of gas. EPA rules are designed to minimize that cost by giving the industry flexibility to meet the target. California already requires gas to meet this new standard, along with Japan and the European Union. Google launching same-day delivery service for online shoppers

Internet search leader Google is taking another step beyond information retrieval into grocery delivery.

The new service, called Google Shopping Express, will initially provide same-day delivery of food and other products bought online by a small group of consumers in San Francisco and suburbs located south of the city. The company, based in Mountain View, Calif., didn't say how many people will be part of the test.

If the pilot program goes well, Google plans to expand delivery service to other markets.

"We hope this will help users explore the benefits of a local, same-day delivery service, and help us kick the tires on the new service," Google said in a Thursday statement.

The delivery service is part of Google's effort to increase consumer reliance on the Internet, so it will have more opportunities to show online ads, which generate most of its revenue.

Google has learned that the more time people spend online, the more likely they are to use its dominant search engine or one of its other popular services, like its YouTube video site or Gmail, that include advertising.

The delivery service also could spur merchants to buy more online ads if Google's same-day delivery service encourages consumers to do more of their shopping online. Having to wait days or, in some cases, more than a week for the delivery of online orders ranks among the biggest drawbacks to Internet shopping.

It's a problem that Amazon.com and eBay, which operate the largest e-commerce sites, already have been trying to solve by offering same-day service in some U.S. markets. Wal-Mart Stores, the world's largest retailer, also offers same-day delivery in five markets.

A mix of national, regional and neighborhood merchants are enlisting in Google Shopping Express. The best-known names on the list include Target and Walgreen. All the merchants in the Google program will sell certain items through a central website. Google has hired courier services to pick up the orders at the merchant stores and then deliver them to the customer's home or office.

Although the couriers will be working on a contract basis, they will be driving Google-branded vehicles and wearing company-issued uniforms.

It remains unclear whether Internet shopping and same-day delivery can be profitable. Online grocer Webvan collapsed in 2001, largely because it couldn't devise a pricing plan that would pay for the costs of same-day delivery without alienating shoppers unwilling to pay too much extra for the added convenience.

Google is still trying to figure out how much to charge for its same-day delivery service. For the six-month test period in the San Francisco area, consumers won't have to pay a surcharge. Google instead will receive a commission from participating merchants.

The expansion into same-day delivery comes at the same time that Google is preparing to close some of its older online services so it can devote more attention and money to other projects.

The realignment has irked some Google users. The biggest complaints have centered on Google Reader, which allows people to automatically receive headlines and links from their favorite sites, and iGoogle, which allows Web surfers to design a page consisting of the Google search engine surrounded set up other online features, such as local weather reports and stock market quotes.

Google Reader is scheduled to close in July and iGoogle will shut down in November.

AntTek's Quick Settings app brings the shortcut menu to users still waiting on Jelly Bean

Still waiting for that upgrade to Jelly Bean? So are most Android users, if that's any consolation. While you might not see Android 4.2 before Google moves on to the next letter in its OS alphabet, you can get Jelly Bean's Quick Settings feature via a new app from AntTek. Available via Google Play, the program is compatible with Android 2.1 or later (no rooting required). It's pretty straightforward: you get a customizable settings menu, with options such as direct calling and email along with shortcuts to apps.

We downloaded the free app and spent a few minutes toying around -- it looks almost exactly like Quick Settings on Jelly Bean, and there are several controls for tweaking icon size, changing the theme and selecting what actions you'd like to display. We're not huge fans of the red drop-down panel that you swipe to bring up the app, but you can minimize its size and adjust its position on the top of the home screen. WASHINGTON (AP) ? Veterans groups are rallying to fight any proposal to change disability payments as the federal government attempts to address its long-term debt problem. They say they've sacrificed already.

Government benefits are adjusted according to inflation, and President Barack Obama has endorsed using a slightly different measure of inflation to calculate Social Security benefits. Benefits would still grow but at a slower rate.

Advocates for the nation's 22 million veterans fear that the alternative inflation measure would also apply to disability payments to nearly 4 million veterans as well as pension payments for an additional 500,000 low-income veterans and surviving families.

"I think veterans have already paid their fair share to support this nation," said the American Legion's Louis Celli. "They've paid it in lower wages while serving, they've paid it through their wounds and sacrifices on the battlefield and they're paying it now as they try to recover from those wounds."

Economists generally agree that projected long-term debt increases stemming largely from the growth in federal health care programs pose a threat to the country's economic competitiveness. Addressing the threat means difficult decisions for lawmakers and pain for many constituents in the decades ahead.

But the veterans groups point out that their members bore the burden of a decade of war in Iraq and Afghanistan. In the past month, they've held news conferences on Capitol Hill and raised the issue in meetings with lawmakers and their staffs. They'll be closely watching the unveiling of the president's budget next month to see whether he continues to recommend the change.

Obama and others support changing the benefit calculations to a variation of the Consumer Price Index, a measure called "chained CPI." The conventional CPI measures changes in retail prices of a constant marketbasket of goods and services. Chained CPI considers changes in the quantity of goods purchased as well as the prices of those goods. If the price of steak goes up, for example, many consumers will buy more chicken, a cheaper alternative to steak, rather than buying less steak or going without meat.

Supporters argue that chained CPI is a truer indication of inflation because it measures changes in consumer behavior. It also tends to be less than the conventional CPI, which would impact how cost-of-living raises are computed.

Under the current inflation update, monthly disability and pension payments increased 1.7 percent this year. Under chained CPI, those payments would have increased 1.4 percent.

The Congressional Budget Office projects that moving to chained CPI would trim the deficit by nearly $340 billion over the next decade. About two-thirds of the deficit closing would come from less spending and the other third would come from additional revenue because of adjustments that tax brackets would undergo.

Isabel Sawhill, a senior fellow in economic studies at The Brookings Institution, a Washington-based think tank, said she understands why veterans, senior citizens and others have come out against the change, but she believes it's necessary.

"We are in an era where benefits are going to be reduced and revenues are going to rise. There's just no way around that. We're on an unsustainable fiscal course," Sawhill said. "Dealing with it is going to be painful, and the American public has not yet accepted that. As long as every group keeps saying, 'I need a carve-out, I need an exception,' this is not going to work."

Sawhill argued that making changes now will actually make it easier for veterans in the long run.

"The longer we wait to make these changes, the worse the hole we'll be in and the more draconian the cuts will have to be," she said.

That's not the way Sen. Bernie Sanders sees it. The chairman of the Senate Committee on Veterans' Affairs said he recently warned Obama that every veterans group he knows of has come out strongly against changing the benefit calculations for disability benefits and pensions by using chained CPI.

"I don't believe the American people want to see our budget balanced on the backs of disabled veterans. It's especially absurd for the White House, which has been quite generous in terms of funding for the VA," said Sanders, I-Vt. "Why they now want to do this, I just don't understand."

Sanders succeeded in getting the Senate to approve an amendment last week against changing how the cost-of-living increases are calculated, but the vote was largely symbolic. Lawmakers would still have a decision to make if moving to chained CPI were to be included as part of a bargain on taxes and spending.

Sanders' counterpart on the House side, Rep. Jeff Miller, R-Fla., the chairman of the House Committee on Veterans' Affairs, appears at least open to the idea of going to chained CPI.

"My first priority is ensuring that America's more than 20 million veterans receive the care and benefits they have earned, but with a national debt fast approaching $17 trillion, Washington's fiscal irresponsibility may threaten the very provision of veterans' benefits," Miller said. "Achieving a balanced budget and reducing our national debt will help us keep the promises America has made to those who have worn the uniform, and I am committed to working with Democrats and Republicans to do just that."

Marshall Archer, 30, a former Marine Corps corporal who served two stints in Iraq, has a unique perspective about the impact of slowing the growth of veterans' benefits. He collects disability payments to compensate him for damaged knees and shoulders as well as post-traumatic stress disorder. He also works as a veterans' liaison for the city of Portland, Maine, helping some 200 low-income veterans find housing.

Archer notes that on a personal level, the reduction in future disability payments would also be accompanied down the road by a smaller Social Security check when he retires. That means he would take a double hit to his income.

"We all volunteered to serve, so we all volunteered to sacrifice," he said. "I don't believe that you should ever ask those who have already volunteered to sacrifice to then sacrifice again."

That said, Archer indicated he would be willing to "chip in" if he believes that everyone is required to give as well.

He said he's more worried about the veterans he's trying to help find a place to sleep. About a third of his clients rely on VA pension payments averaging just over $1,000 a month. He said their VA pension allows them to pay rent, heat their home and buy groceries, but that's about it.

"This policy, if it ever went into effect, would actually place those already in poverty in even more poverty," Archer said.

The changes that would occur by using the slower inflation calculation seem modest at first. For a veteran with no dependents who has a 60 percent disability rating, the use of chained CPI this year would have lowered the veteran's monthly payments by $3 a month. Instead of getting $1,026 a month, the veteran would have received $1,023.

Raymond Kelly, legislative director for Veterans of Foreign Wars, acknowledged that veterans would see little change in their income during the first few years of the change. But even a $36 hit over the course of a year is "huge" for many of the disabled veterans living on the edge, he said.

The amount lost over time becomes more substantial as the years go by. Sanders said that a veteran with a 100 percent disability rating who begins getting payments at age 30 would see their annual payments trimmed by more than $2,300 a year when they turn 55.

Obama to pitch more jobs in public works in Miami

MIAMI (AP) ? President Barack Obama was promoting a plan to create jobs by attracting private investment in highways and other public works during a visit Friday to a Miami port.

The president chose to flesh out details of his proposals in a speech at the port, which is undergoing $2 billion in upgrades paid for with government and private money. Obama, in the quick trip to South Florida, was trying to show that the economy remains his top priority in the midst of high-profile campaigns on immigration reform and gun control.

Among the proposals Obama is calling for:

?$4 billion in new spending on two infrastructure programs that award loans and grants.

?Higher caps on "private activity bonds" to encourage more private spending on highways and other infrastructure projects. State and local governments use the bonds to attract investment.

?Giving foreign pension funds tax-exempt status when selling U.S. infrastructure, property or real estate assets. U.S. pension funds are generally tax exempt in those circumstances. The administration says some international pension funds cite the tax burden as a reason for not investing in American infrastructure.

?A renewed call for a $10 billion national "infrastructure bank" ? a proposal from his first term that gained little traction.

Arriving at the expansive port in Miami, Obama stood inside a double-barreled, concrete-laced hole in the ground, touring a tunnel project that will connect the port to area highways. The project has received loans and grants under the programs Obama is touting and is expected to open next summer.

The president made private-sector infrastructure investment a key part of the economic agenda he rolled out in his State of the Union address last month. He also called in his address for a "Fix-It-First" program that would spend $40 billion in taxpayer funds on urgent repairs.

All of the proposals would require approval from Congress ? no sure bet, considering that House Republicans have shown little appetite for funding Obama's proposed initiatives. In fact, the infrastructure bank is an idea Obama has called for repeatedly before, but it gained little traction during his first term.

Obama's focus on generating more private sector investment underscores the tough road new spending faces on Capitol Hill, where Republican lawmakers often threaten to block additional spending unless it is paid for by tax cuts or other measures. "These are projects that are helpful to the economy and shouldn't break down on partisan lines," said White House spokesman Josh Earnest.

But Florida Republicans, including Gov. Rick Scott, faulted Obama for being "late to the party," arguing ahead of Obama's visit that Florida taxpayers had to pick up too much of the tab because the president was slow to support the project.

White House Council of Economic Advisers Chairman Alan Krueger told reporters traveling with Obama that the initiatives being touted Friday will come to $21 billion, not including the $40 billion for Fix it First. Krueger said any increased spending associated with the proposals would not add to the deficit.

Krueger did not detail how the costs would be paid for, saying only that more information would be included in the president's budget that is scheduled to be released April 10.

Newtown gunman Adam Lanza fired 155 bullets in less than five minutes, prosecutor says

Search warrants and other documents released by prosecutors show that shooter Adam Lanza fired 154 bullets from his rifle in less than five minutes. NBC News' Michael Isikoff has more.

Adam Lanza left a home stuffed with weaponry and carried out the massacre at Sandy Hook Elementary School in a 154-bullet barrage that took less than five minutes, investigators said Thursday in the first detailed account of his surroundings and troubled state of mind.

Search warrants from the second-worst school shooting in American history revealed that the home Lanza shared with his mother in Newtown, Conn., was a veritable arsenal: Authorities found at least nine knives, three Samurai swords, two rifles, 1,600 rounds of ammunition and a 7-foot, wood-handled pole with a blade on one side and a spear on the other.

Authorities also recovered a certificate in Lanza?s name from the National Rifle Association, seven of his journals, drawings that he made and books from the house, including books on living with mental illness.

The warrants offered a thorough look at the environment in which Lanza lived before he shot his mother, Nancy, to death and drove to Sandy Hook on the morning of Dec. 14. Twenty first-graders and six teachers and staff were killed before Lanza shot himself to death with the 155th bullet.

An FBI report based on interviews with people who knew him said that Lanza rarely left home, considered himself a shut-in and was an avid gamer who played ?Call of Duty,? a first-person shooter game. Lanza considered the elementary school his ?life,? the papers said.

Among other items seized from the home were a holiday card containing a check from his mother to buy a firearm, an article from The New York Times about a 2008 school shooting at Northern Illinois University and three photographs of what appeared to be a dead person covered with plastic and blood.

The books included ?Look Me in the Eye: My Life with Asperger?s? and ?Born on a Blue Day: Inside the Mind of an Autistic Savant.?

At the school, Lanza fired the 154 rounds from a Bushmaster .223-model rifle and the final bullet from a Glock 10mm handgun to take his own life, said Stephen Sedensky, the chief prosecutor investigating the shooting. Police recovered 10 30-round magazines for the Bushmaster that Lanza took to the school. Three of the magazines had a full 30 rounds still in them.

Among school shootings in the United States, the death toll from Newtown is second only to the 32 people killed at Virginia Tech in 2007.

The attack touched off a nationwide debate about gun control. The fate of proposed changes to national gun laws, including expanded background checks and limits on high-capacity magazines, remains unclear.

President Barack Obama spoke Thursday at the White House to make the case again for tougher gun laws. He appeared with parents of Sandy Hook victims and of other gun crimes but did not specifically reference the newly released Newtown warrants.

?The entire country was shocked,? the president said. ?And the entire country pledged that we would do something about it and this time would be different. Shame on us if we?ve forgotten. I haven?t forgotten those kids. Shame on us if we?ve forgotten.?

Connecticut Gov. Dannel Malloy, citing the warrants, also called for stricter gun laws.

?We knew that these weapons were legally purchased under our current laws,? Malloy said. ?I don?t know what more we can need to know before we take decisive action to prevent gun violence. The time to act is now.?

The warrants spelled out a vast inventory of weapons and other gun paraphernalia recovered from the Lanza home.

Among the items found were paper targets, gun manuals, earplugs, holsters, almost 40 types of ammunition, nine types of magazines, a bayonet, knives with blades as long as a foot and Samurai swords with blades as long as 2 feet 4 inches.

Authorities also found a starter?s pistol, a BB gun, an NRA guide to pistol shooting and an NRA certificate in Nancy Lanza?s name.

In a statement, the NRA said it had no record of a ?member relationship? for the Lanzas, nor for someone with the same last name and their first initials.

?Reporting to the contrary is reckless, false and defamatory,? the statement said.

On Wednesday, a judge granted a request from prosecutors to withhold some information in the records, including a witness name, credit card information, telephone numbers and serial numbers.

Besides the Bushmaster and the Glock, authorities found a Sig-Sauer 9mm semiautomatic pistol in the school. In the car outside, police found a shotgun.

All those weapons were legally owned by the mother, authorities have said. Enough public blame and anger has been directed at her that she was left out of many of the memorials and shrines to the Newtown victims.

There have been reports that Lanza was obsessed with other mass killers, including Anders Breivik, who killed 77 people in a shooting and bomb attack in Norway two years ago.

A law enforcement official told NBC News last month that Lanza had collected material on previous mass shootings, although the source said there was no indication that it played a role in the school massacre.

Police told NBC News in February that investigators were still a long way from determining Lanza?s motive. Police said then that they hoped to have a report on the shooting finished by June.

NEW YORK (AP) ? For the second time in less than a month, the stock market marched past another milepost on its long, turbulent journey back from the Great Recession, toppling another record left over from the days before government bailouts and failing investment banks.

The Standard & Poor's 500 closed at a new high Thursday, three weeks after another popular market gauge, the Dow Jones industrial average, obliterated its own closing record. The S&P capped its best quarter in a year, rising 10 percent, and the Dow had its best first quarter in 15 years, climbing 11 percent.

The numbers offer more evidence that investors believe the economy is on the mend, said Sam Stovall, chief equity strategist at S&P Capital IQ.

"The low-flying recovery is gaining altitude," Stovall said, citing a truism among investors that rising stock prices come first, then the economy catches up.

Thursday's performance was driven by encouraging economic data. Companies are making record profits quarter after quarter. They're hiring in greater numbers, and the housing market is finally recovering. The economy has expanded for 14 quarters in a row.

The Fed has helped, too. By keeping interest rates near record lows, the central bank has encouraged people to move money out of savings accounts that pay next to nothing and into stocks and other investments.

Investors warned clients not to get overly excited.

"Getting back to where we were is an important step," said Howard Silverblatt, senior index analyst at S&P Dow Jones Indices. But he cautioned in a note to investors: "Markets are volatile, and if you are a long-term investor you should expect declines."

On Thursday, the S&P 500 rose 6.34 points, or 0.41 percent, to 1,569.19, beating by four points its previous record of 1,565.15 set on Oct. 9, 2007. The index is still shy of its all-time trading high of 1,576.09.

The index has now recovered all of its losses from the recession and the financial crisis that followed. Investors who put their dividends back into the market have done even better. A $10,000 investment in the S&P back in October 2007 would be worth $11,270.

On any other day, a market gain of six points would go unheralded but not after the turmoil that began in late 2008 and persisted through a slow, sometimes stalled recovery.

The S&P 500 is a barometer that gauges market performance. And while professional investors might scoff at using it to decide when to buy and sell, the breaking of an old record can be psychologically important.

However, many obstacles still loom.

The U.S. economy is stable, but growth is anemic. Unemployment is 7.7 percent, versus 4.7 percent, the last time the S&P notched a record. The European debt crisis is far from resolved. And some investors are concerned that the market's gains are being fueled by the Federal Reserve's easy money policy and will disappear once the Fed reverses course.

The crisis of the moment is Cyprus, the Mediterranean island country that struggled this week to get an emergency bailout. For many investors, the bailout deal was a reminder of Europe's lingering economic problems. Elsewhere, Italy failed to set up a new government this week, raising fears that the country will be unable to manage its deep debts.

On Thursday, U.S. economic news was mixed.

The U.S. economy grew faster than first estimated in the fourth quarter, the government reported. But the growth, an annual rate of 0.4 percent, was still weak. The number of Americans seeking unemployment benefits jumped for the second straight week. Longer-term, though, applications for benefits have been declining since November.

In Europe, Cyprus reopened its banks after closing them for nearly two weeks to keep depositors from making panicked withdrawals. Portugal reported that its budget deficit was widening.

"If you're a bull or a bear, you could find enough news out there to convince you of your position," said Jim Lauder, CEO of Global Index Advisors in Marietta, Ga., and co-portfolio manager on Wells Fargo Advantage Dow Jones Target Date Funds.

Brian Singer, partner at William Blair in Chicago, said the market's gains Thursday were more about a lack of any major negative developments than the appearance of any good ones.

"We are looking at a realization that Western civilization is not ending as we know it," Singer said. "Fiscal discussions in the U.S. have settled into an acceptable stalemate. The Italian elections that did not result in a government are on hold. Cyprus hasn't sunk into the Mediterranean."

Thursday marked the end of the first quarter, since markets are closed for Good Friday. Overall, it was a strong quarter.

The Dow climbed for the first 10 trading days of March ? a record not matched in more than 16 years. In the past 10 days, though, it has wavered under the weight of Cyprus.

The Dow rose 11 percent in the first three months of the year, its best quarterly performance since the fourth quarter of 2011. Last year, it lost ground in two quarters and was up by smaller amounts ? 4 percent and 8 percent ? in the other two. On March 5, it beat its own all-time record of 14,164.53, which was also set on Oct. 9, 2007, and has been climbing ever since.

To be sure, the S&P 500's last record was followed by a painful downfall. By March 2009, long after the subprime mortgage market had been revealed as an unsustainable bubble, the S&P had cratered from its lofty heights. On March 9, 2009, it fell to its Great Recession low of 676.53 ? down 57 percent from its October 2007 pinnacle.

With Thursday's gains, it has climbed 132 percent since reaching the bottom. Including dividends, it is up more than 150 percent.

After generations of living underground and in perpetual darkness, species typically lose their eyesight. Scientists have observed this phenomenon in a range of creatures, including moles, shrimp, flatworms and fish. But new research shows that compared with their surface-dwelling relatives, at least two species of amblyopsid cavefish are partially deaf, in addition to being blind.

"The first hypothesis we had was that these fish that lost their sight should have an increase in hearing capabilities," said lead researcher Daphne Soares, a sensory neuroscientist at the University of Maryland. "It was a big surprise when we found they were a little deaf, and it took a while to come up with an understanding of what was happening."

In humans, the loss of sight is sometimes accompanied by better hearing, at least in people who became blind early in life. But until now, research looking at blind fish species hasn't shown the same phenomenon. For example, the cave and surface forms of the Mexican tetra?(Astyanax mexicanus) hear equally well; same thing goes for the molly Poecilia mexicana.

For their study, Soares and her colleagues decided to look at Amblyopsidae, a small, mostly subterranean family of freshwater fish located in the Eastern and Central regions of the United States. Cave amblyopsids are some of the most comprehensively studied cavefish in the world, because of the range of adaptations they have for living in the dark, such as sensory organs that detect water flow. The team compared the hearing capabilities?of two amblyopsid cave species, Typhlichthys subterraneus and Amblyopsis spelaea, with their closest amblyopsid surface relative, Forbesichthys agassizii. They tested how the brains of fish responded to sounds of varying frequencies and loudness, resulting in hearing profiles for each species. The researchers found that the three species could hear equally well at lower frequencies; however, only the surface species could hear frequencies higher than 800 Hz, and up to 2 kHz. Moreover, the researchers discovered that the cave amblyopsids had lower densities of hair cells ? auditory receptors in the ear that are essential for hearing ? than the surface amblyopsids.

But these findings left the question: Why did the blind fish evolve to have poorer hearing than their sighted relatives? The team figured it must be something in the environment, so they measured the ambient noise?in the aquatic cave and surface habitats. They found the noise in the underground streams peaked near 1 kHz, which lines up with the frequencies the cavefish are deaf to. The cavefish's hearing threshold stops around where the noise in their habitat picks up.

"The caves are very loud with the sound bouncing off the walls and stuff," Soares said. "It would not be very adaptive for the fish to hear at a frequency where the environment is so loud."

With their blindness and difficulty hearing, the two cavefish species likely navigate their surroundings ? and find food and mates?? using their hypersensitivity to water vibrations, Soares said. The team is now interested in seeing if the cavefish found in other parts of the world have undergone similar changes. "We are trying to really understand how animals adapt to the world's diversity of extreme environments," she said.

The research was detailed Tuesday in the Journal Biology Letters.

Exclusive: Indonesia's CT Corp proposes all-cash deal for Bakrie's media unit

TANJUNG BENOA, Indonesia (Reuters) - Indonesia's fifth-richest man has proposed to buy a controlling stake in PT Visi Media Asia, valued at up to $1.8 billion, in an all-cash deal that would give him the lion's share of the TV advertising market in Southeast Asia's biggest economy.

Chairul Tanjung, the billionaire founder and chairman of CT Corp, a conglomerate with banking and media interests, told Reuters that his company wanted to buy the stake in the media unit of Indonesia's powerful Bakrie family without any partners.

The purchase would add Visi Media's two television stations to the two that CT Corp already owns, giving Tanjung's company a market share of more than 40 percent by TV ad revenue. Media companies are eyeing growth in the overall advertising market - worth $1.7 billion in 2011, according to the latest government data - on the back of Indonesia's rapid economic expansion.

"We are one of the preferred bidders. Our proposal is we want to buy it all ... my pocket is still deep," the 51-year-old Tanjung said in his hotel room on the resort island of Bali, shortly after meeting with the president and cabinet ministers in his role as head of the president's economic advisory body.

"(It is) only us that can pay cash one hundred percent ... but the deal is not done yet."

Tanjung said CT Corp would take out a new loan to buy the Visi Media stake. He declined to say how much the company would borrow for the deal.

Indonesia's politically influential Bakrie family has been in talks to sell around a 51 percent stake in Visi Media to help finance a plan to buy back coal assets from London-listed Bumi Plc , sources with direct knowledge have told Reuters.

The Bakries had originally been looking for a valuation of $1.2 billion to $2 billion for the unit, but the sources said it would be worth up to $1.8 billion. The talks have been going on for the past three months with local bidders including CT Corp and MNC Group, the sources said.

Currently, MNC group is the TV sector leader with a 38 percent share by ad revenue. CT Corp's Trans Media Group has a 24.8 percent share and the Sariaatmadja family's Elang Mahkota media group has 23.8 percent, government data shows.

Tanjung's comments marked the first time any bidder has publicly announced that it was offering to buy the company.

MNC was not immediately available for comment.

Shares of Visi, which has a market value of around $800 million, did not trade on Friday because of a public holiday.

'BUILD A CITY'

Tanjung, who trained as a dentist before becoming a businessman, has a net worth of around $3.4 billion, according to Forbes.

He started his company in 1987, building it from a maker of footwear and roof tiles to a conglomerate with interests from financial firms like PT Bank Mega Tbk to the CT Agro palm oil company.

Targeting strong growth in the local consumer industry, CT Corp has bought a 60 percent stake in the Indonesian supermarket operations of European retailer Carrefour for $673 million.

CT Corp also plans to build a $3 billion theme park on Indonesia's Java island and make it one of the biggest theme parks in Southeast Asia when it opens in 2016, Tanjung said.

He said the land for the park would be around 200 hectares and that construction would start by the end of this year.

The group currently operates two theme parks and has plans to add another 20 theme parks across Indonesia over the next few years.

"We will build a city, not only a theme park, as I want to make many Indonesians feel happy," Tanjung said.
