TransCanada: Pipeline would not affect climate

WASHINGTON (AP) ? In a shift in strategy, the company that wants to build an oil pipeline from western Canada to Texas said Tuesday that the project will have no measurable effect on global warming.

Alex Pourbaix, TransCanada's president for energy and oil pipelines, said opponents of the proposed Keystone XL pipeline have grossly inflated its likely impact on emissions of greenhouse gases that contribute to global warming.

Canada represents just 2 percent of global greenhouse gas emissions, Pourbaix said at a forum sponsored by a manufacturing group that supports the pipeline. Oil sands concentrated in Alberta, where the 1,700-mile pipeline would start, make up 5 percent of Canada's total, Pourbaix said.

"Simple math tells us, therefore, that the oil sands represent only one-tenth of 1 percent of global greenhouse emissions," he said. "Even if production from the oil sands were to double, the (greenhouse gas) contribution from the oil sands would be immaterial to global" greenhouse gas production.

Pourbaix's comments came two days after a rally Sunday by pipeline opponents drew an estimated 35,000 people to Washington. Organizers, including the Sierra Club and other environmental groups, billed the event as the largest climate rally in U.S. history. Thousands of people marched past the White House to urge President Barack Obama to reject the $7 billion pipeline and take other steps to fight climate change.

Opponents say the pipeline would carry "dirty oil" derived from tar sands that requires significantly more energy to produce than conventional crude oil and emits up to 20 percent more greenhouse gases.

At Tuesday's forum, organized by the National Association of Manufacturers, Pourbaix took on the climate argument head-on. He and other TransCanada executives have previously emphasized the pipeline's safety, the jobs it will create and the fact the oil comes from a U.S. neighbor and ally.

"Our opponents are trying to make this debate about GHGs," he said, referring to greenhouse gases such as carbon dioxide that are emitted as oil is produced and refined. "So let's look at Canada's contribution to global GHGs."

Pourbaix called Canada a leader on climate change and noted that Alberta was the first jurisdiction in North America to regulate greenhouse gas emissions. The province also has imposed a carbon tax, an action the Obama administration has said it will not propose.

Oil carried by Keystone will displace heavy crude from Venezuela, Nigeria and other countries that also contributes to global warming, Pourbaix said. "You could shut down oil sands production tomorrow and it would have absolutely no measurable impact on climate change," he said.

Michael Mann, a climate scientist at Pennsylvania State University, said Pourbaix's comments appeared to be based on "some rather rosy assumptions" about oil sands production. First, the calculation does not take into account the energy cost of refining and transporting the oil from tar sands, nor does it account for a huge reserve that could make the Alberta tar sands a key contributor to global warming in the future, he said.

Mann, who opposes the pipeline, said U.S. approval of Keystone XL would encourage increased development of the heavily-polluting tar sands. Canadian officials have called development of the tar sands a national priority.

By endorsing the pipeline, "we may be insuring that a much larger amount (of the oil reserves) will be economically viable," Mann said.

Obama calls climate change a serious threat and has urged Congress to combat it. In his State of the Union address last week, Obama said he will use executive authority to cut greenhouse gas pollution if Congress fails to act.

Obama has twice thwarted the Keystone XL pipeline because of concerns about its route through sensitive land in Nebraska, but has not indicated how he will decide on the pipeline since Nebraska's governor approved a new route last month. The State Department has authority over the project because it crosses an international border, but both sides on the issue expect Obama to make the final decision.

Computer security firm blames cyber spying on Chinese military

WASHINGTON ? A clandestine Chinese military unit has conducted sophisticated cyber espionage operations against dozens of American and Canadian companies, according to a private report that provides unusual new details about China's involvement in cyber theft of economic and trade secrets.

The report by computer security firm Mandiant Corp. in Alexandria, Va., breaks new ground by attributing attacks against 141 companies to a specific 12-story office building in the financial center of Shanghai.

According to the report, the building is home to the 2nd Bureau of the People's Liberation Army's General Staff Department's 3rd Department, which is known as Unit 61398.

Mandiant said it traced computer penetrations to Unit 61398 by telltale digital signatures left in malware, the use of Shanghai phone numbers and social networking information posted by some of the hackers. The report profiles three operatives associated with the unit, including one known by the moniker "Ugly Gorilla."

The report said Unit 61398 has stolen "technology blueprints, proprietary manufacturing processes, test results, business plans, pricing documents, partnership agreements and emails and contact lists."

It said it's impossible to inventory the losses since hackers often copy, rather than remove, digital data and erase all but traces of the theft.

Mandiant, which signs confidentiality agreements with its clients, did not name the companies targeted. The New York Times first disclosed details from the report Tuesday.

Chinese authorities have repeatedly denied any government involvement in hacking of U.S. companies. Officials at the Chinese Embassy in Washington did not answer phone calls or emails Tuesday.

Richard Bejtlich, Mandiant's security director, said the report "should dismiss all the wiggle room that the Chinese use to deny engaging in this conduct."

Bejtlich said U.S. officials had indicated that they were "ready to go beyond just sort of watching the fireworks happen and they wouldn't be particularly upset if we released a report."

President Obama signed an executive order last week that aims to improve U.S. cyber defenses by sharing more classified government information about digital threats with private companies that operate critical infrastructure, including energy, telecommunications, utilities and dams.

White House spokesman Jay Carney declined to address the report or discuss U.S. intelligence assessments of Chinese cyber spying.

"We have repeatedly raised our concerns at the highest levels about cyber theft with senior Chinese officials, including the military, and we will continue to do so," Carney told reporters.

U.S. intelligence officials have said for years that Chinese cyber attacks present a growing threat to U.S. security and economic interests, but they have been reluctant to provide details in public.

A highly classified National Intelligence Estimate under preparation asserts that China is a major player in cyber attacks, along with Russia, Iran and several other countries.

U.S. intelligence and military agencies conduct aggressive cyber operations against foreign governments and their agencies. U.S. and Israeli experts, for example, allegedly cooperated on a cyber attack that sabotaged Iran's efforts to enrich uranium for several years.

But U.S. intelligence officials said they don't steal foreign trade secrets or technology to benefit U.S. companies.

Bejtlich said no evidence indicates that Unit 61398 tried to destroy American infrastructure via a cyber attack, but he said the unit stole potentially sensitive data from electric utilities and chemical companies.

"By virtue of the access that they have, they could cause some damage," he said. "They wouldn't even have to do it on purpose."

It's sometimes easier for hackers to disable computer networks than to sneak into them and steal data, said Michael Hayden, former head of the CIA and the National Security Agency, which conducts America's digital spying abroad.

"In the cyber domain, an actual attack is often easier than conducting the reconnaissance," Hayden said in an email. "That's what makes this so unnerving."

Members of the House and the Senate intelligence committees responded sharply to the 76-page report.

"This is a sobering public report on the lengths to which the Chinese military has gone to infiltrate and hack American companies," said Sen. Dianne Feinstein (D-Calif.), who chairs the Senate Intelligence Committee.

"The Chinese government's direct role in cyber theft is rampant and the problems have grown exponentially," said Rep. Mike Rogers (R-Mich.), chairman of the House Intelligence Committee.

"The Mandiant report provides vital insights into the Chinese government's economic cyber espionage campaign against American companies," he said.

Washington Transportation Secretary Hammond to retire

Washington's Transportation Secretary Paula Hammond announced on Tuesday, Feb. 19, that she would be retiring in March.

Lynn Peterson, transportation adviser to Oregon Gov. Kitzhaber, will replace Hammond as the new secretary of transportation, Gov. Inslee's office announced on Tuesday.

In a letter to staff, Hammond said she would be retiring on March 8 after 34 years with the department.

"From my first assignment as an asphalt plant inspector, to my final position as your secretary of transportation, I have been proud to be a part of the WSDOT family that is rich with committed individuals who can be counted on in any emergency, and who always put the public's safety first," wrote Hammond in a letter to staff.

Peterson was named the Oregon governor's sustainable communities and transportation policy adviser in 2011. She was previously the chairwoman of the Clackamas Board of County Commissioners.

Iran: Nuclear talks are an 'opportunity' for West

TEHRAN, Iran (AP) ? Iran says it is willing to ease Western concerns about Tehran's nuclear program in exchange for pledges from the Unites States and others about its ability to enrich uranium.

Iran's Foreign Ministry spokesman Ramin Mehmanparast says an "opportunity" awaits at the nuclear talks next week between Iran and world powers in Kazakhstan.

Mehmanparast told reporters on Tuesday that Iran seeks a "show of goodwill" by the U.S. and its allies to recognize Iran's nuclear "rights," which include enriching uranium. Mehmanparast says Iran would respond with proposals to address Western concerns.

Earlier this month, Vice President Joe Biden said Washington was prepared to talk directly to Iran. Tehran rejected the offer.

The West suspects Iran's enrichment program could eventually produce material for a nuclear weapon, a charge Iran denies.

AMESBURY, Mass. (AP) ? A private collection of John F. Kennedy memorabilia brought in almost $2 million at auction, including $570,000 for the former president's Air Force One leather bomber jacket.

The collection of about 2,000 photographs, documents, gifts and other items was auctioned Sunday at John McInnis Auctioneers in Amesbury.

The items belonged to David Powers, Kennedy's assistant and close personal friend who died in 1998.

The jacket, like many of the items, sold to an anonymous bidder for much more than expected.

It was emblazoned with the presidential seal sewn on the front, and was given to Powers shortly before the president was assassinated 50 years ago. It came with a color photograph of Kennedy wearing it while watching the America's Cup race. The pre-auction price was just $20,000 to $40,000.

An American flag that flew at the White House during the Kennedy administration went for $21,000, even though the price was $3,000 to $6,000.

A photo of Kennedy and Jacqueline Kennedy on their wedding day signed by the couple sold for $9,750 even though the pre-auction price was $2,000 to $5,000.

The 723-lot auction that drew international attention also offered other items affordable to the general public.

Rich Travaglione of Nantucket paid $525 for a 1946 photo of JFK.

Travaglione said his late father, who was 15 around the time Kennedy ran for Congress, met the candidate when he was campaigning in Boston's North End. Travaglione's father introduced Kennedy to many of the residents, creating a lasting memory for the younger man.

"That particular time was important to me and my father," Travaglione told the Daily News of Newburyport (http://bit.ly/Xmid6Z)

Donnie Greenwell of Waverly, Ky., snapped up two speeches written by Kennedy, "We Must Be Worthy Of Our Times" during his run for U.S. Congress in 1946 for $500 and "Why I am a Democrat," written around the same time for $550.

"It (the price) sounded reasonable," Greenwell said.

The auction house says Powers' relatives found the collection locked away last year as they prepared to sell the family home. Powers' family is keeping some memorabilia and may give other items to the Kennedy Library.

About 350 people attended the auction, with another 1,000 online bidders.

Amesbury Mayor Thatcher Kezer said the town was "proud" to host the auction.
